For less lethal you want to go with an SMG with AP magazines for lightly/non-armored suspects, or JHP for armored ones.

Pepperballs are... tricky to use. Beanbag is pretty fun to use.

Also, flashbangs and CS Gas are a good meta for less/non-lethal. Have your entire team wear gas masks.

If you have an RTX GPU, try setting your DLSS to Performance. Play around with settings and find whatever can work for you. I find Medium/High enough for me to enjoy the game at decent FPS.

But, in all honesty, reaching stable 120 FPS in this game after 1.0 is a challenge.

It ultimately boils down to your hardware and how bottlenecked it is.
