Patch 2 did fix the stuff like Ai getting stuck in crawl spaces and sometimes not getting flagged as surrendered so restraining them is impossible

I only encountered a glitch where my Save File was not loading properly and constantly giving me a pop up when accessing to my loadout or making changes to my loadout

However it gets fixed when I reset the game so it's a one time thing. I'll make a report if it shows up like 2 more times

I'd say it isn't; the SWAT AI is quite buggy already, and the shields just throw yet another variable into the mix.

They swap to them by default if you use any Move and Clear commands, but they'll sometimes swap off of their shields while being actively shit at for some reason

Two Veterans on your SWAT AI actually make them as accurate as the Hard enemies, one Armorer makes SWAT much tankier with Ceramic (and you with Steel/Ceramic), and your fourth can be a flex spot

Alternatively, two Intimidators at least keeps the enemies from instantly shooting at you for the most part on most maps in the game

Also on Hard difficulty, the Ballistic Shield is more than a suggestion and is probably the best long tactical item in the game

Just keep in mind that LSPD was working off of a tip-off from an informant for the mission, and having multiple agencies and departments covering the same issue can cause issues with figuring out who should respond. In this case, it's probably because LSPD would be able to respond faster that they went ahead and raided the tunnels in Rust Belt.
