Yeah, I can see that there may be spriters that don't think to do that. Sprites do semi frequently use the darkest shadow as the outline for highlight sections but it's something that people likely overlook on occasion.
However, if a palette doesn't normally use the outline colour in its shading, it can result in an over shaded look (sometimes,) so you have to be careful with it ^^

usually for pre-unova pokemon I reference battle revolution's expressive animations to see what movements they've got, and in cresselia's case it doesn't even move its hands at all, but the arcs are very clearly represented as only a translucent light effect

Day 1: Preliminaries: 1st sprite of each bracket goes to Semis, 2nd and 3rd ones go to Quarters, a phase of typically four brackets. [[In event of a 3rd place tie, all 3rd place tie move on]]
Day 2: Quarters: 1st, 2nd and usually 3rd sprite of each bracket go to Semis.
Day 3: Semis: 1st and 2nd at minimum go to Finals {{occasionally 3rd and/or 4th place as well if not a lot of brackets in Quarters}} ((semis should be split into two brackets if required by the amount of entries)) [[usually will be]]
Day 4: Finals: 1st, 2nd and 3rd sprites go to the Podium
