If you have questions about the strength of a fusion, I would advise checking rules or approved entries over Canon Pokémon games. We are not GameFreak.

With all due respect, this is the exact line of thinking that we try to discourage. The game is called Infinite Fusions. Even if by our real mechanics, there is a finite number, the growing nature of our community, fandom, and technology means that trying to write things based on quantified stats or as "The most" is both inherently inevitably wrong, but more importantly, redundant. If we let everyone say "This fusion is the fastest" or "This fusion is the rarest" then that already reduces more than half of the potential perspective or information that we could be creating instead. As Qui-Gon Jin says: "There's always a bigger fish." So we can't just write entries as if we have found the biggest fish, no matter what the stat blocks or encounters say.

So just to summarize for a second: "It is said" is a loophole for the maximum of a fusion. It still has a ceiling. Like you can't say "Caterpie/Phanpy is said to create earthquakes when it rolls" because that's not within either's max potential except maybe Phanpy. Caterpie/Groudon on the other hand, you could say something like "It is said that its string is powerful enough to pull a tree from its roots" because you are amplifying a Caterpie through the myth of Groudon.

I believe this entry is fine as-is, but personally I try to make sure entries pass the just-fused test - will the entry still make sense if the player is reading it immediately after fusing the Pokémon?
In this case, the player might wonder how the headstones got there if they just fused a Dusknoir and a Regirock, neither of which are made of headstones.
You could avoid this by saying something like "Each piece of POKENAME's body displays faded, headstone-like inscriptions," which doesn't explicitly state they're from actual graveyards. But as I said, I don't think this is actually a lore issue.
