Purchase The Elder Scrolls V: Skyrim Special Edition and EVERY Creation Club DLC and then install it, run as administrator. Once in the game you need to head to Riften and do the Thieves Guild Quests up until you and Mercer reach Snowveil Sanctum. Now close the game without saving and open your legit copy of Pokemon Firered. Start a new save and play until you finish surges gym puzzle but DO NOT FIGHT SURGE instead make your way to Celadon. Once there find the hotel building and Frog's room will be there. Interacting with his PC will automatically download the game but it can only be opened after you finish the Thieves Guild Quests (including the extra missions after completing the questline)

In fact its the only one if the trio described that way. Raikou and Suicune have nothing indicating multiples exist

So the alleged Jolteon and Vaporeon who died in the burnt tower were made into all new species while the alleged Flareon became just another one of a different species
