In a global randomizer, is it possible that certain pokemon be inaccessible based on how the randomizer rolls? Or will every pokemon be able to be found somewhere in the game? Specifically I'm wondering about the pokemon that are normally gifted, if you have gift randomizations on, because I've finished the game but I haven't found a Happiny anywhere

Lightweight Installer Update:
- Open your game folder
- Double click 'INSTALL_OR_UPDATE.bat'
App Installer Update:

So Global and Area randomizer are just for wild pokemon encounters. So all pokemon you can find in the encounter tables are mapped in your case.
Gift pokemon is separate randomization that happens and could technically lead to a dupe pokemon being randomized. I dont believe there are any gift only pokemon in the game though.
But if you found a Chansey better to breed it to a Happiny 😅

But Rock Smash isn't an HM now, you say Surf is 6 Badges in, so I guess 1 was put before Surf, but even if they added Dive to the game, Dive and Waterfall Require Surf, and Rock Climb wouldn't be so early, so what else could be before Surf, or do we just have a Gym that doesn't give us access to an out of combat HM us?

make sure you dont have a repel on and when you scare them away, you cant fly out (due to a bug). you have to walk all the way out and then back in to "reset it"
