You'll then find the key to the Captain's cabin on the deck of the S.S Anne. You can also get its replacement item, the Shears, on the east path of Route 2 (only once you have the HM already). You can use Cut to access it from the west path of Route 2, or take Diglett's cave from Vermillion City to get to it!

Hey @fallen quiver! Are you looking for Cut? The Cut HM is given to you by the captain of the S.S Anne! You can get an S.S Anne ticket from Bill at the end of Cerulean Cape, which is north of Cerulean. You'll then find the key to the Captain's cabin on the deck of the S.S Anne. You can also get its replacement item, the Shears, on the east path of Route 2 (only once you have the HM already). You can use Cut to access it from the west path of Route 2, or take Diglett's cave from Vermillion City to get to it!

Any new game update, you need to rerandomize the settings you have enabled.

If you have only pokemon randomized, you need to Reshuffle Wild Pokemon

This is done in the Pokemon Center -> Update Man (guy in black suit) -> Click Advanced Settings -> You will see the Reshuffle options

This will fix the issue going forward, but sprites already messed up you might have to fix yourself from the Pokedex.
