Hey @pale oak! Are you looking for Cut? The Cut HM is given to you by the captain of the S.S Anne! You can get an S.S Anne ticket from Bill at the end of Cerulean Cape, which is north of Cerulean. You'll then find the key to the Captain's cabin on the deck of the S.S Anne. You can also get its replacement item, the Shears, on the east path of Route 2 (only once you have the HM already). You can use Cut to access it from the west path of Route 2, or take Diglett's cave from Vermillion City to get to it!

it moves generally away from you, but sometimes it just refuses to move from a direction
