Yes, in fact there are specific areas with things that can be looted.

You can easily get feathers in fashion shops or groves.
I think it's not possible to drop resources in this game, just weapons and accessories

The twitch rewards? Yes they can be dropped. The only weapons that can’t be dropped are the pubg event weapons, pre order weapons and deluxe edition weapons

Old town dark zones have a fast respawn rate so you can loot them back to back and they’re close together so it doesn’t take long to loot multiple

there's 3 dark zones near the town hall that are small and single-level (so you can kill all enemies and search everywhere fairly quickly); just get the books from there and then repeat after a little while
