Erm, as far as I know movement speed ranges from -1 to 1 with default being 0.1 causing a speed of approximately 4.3m/s (or 4.3 blocks/sec). Movement speed 1 (essentials speed 10) would make that approximately 43m/s. 400km/h would be about 111m/s or a movement speed of about 2.57 which is out of range of max movement speed. So, that's kind of already done.
But that is a very weird and specific idea you've got there.

Solution: Use sodium instead
Sodium is really good but it lacks features imho
You can get Minecraft to look really sharp and good with OptiFine but I haven't been able to achieve those levels with Sodium
