I usually just use one of those "download a big file" test sites

but speedtest can set a baseline at least, prove its actually bad. Just not that its good.

It also records how long http responses take so I can see when shit is fucking up

Yea the only issue I have with my isp is that after a while the download speeds when downloading something plummet
