The API hasn't kept up so most plugins won't work from version to version so this isn't a huge thing today but you should plan for the future

My main gripe with calling onDisable and onEnable like that was that a reload is typically expected not to fully disable things (at least in my head; even if it's going to immediately reenable them). I've always done hot replacement of objects that need reloading, vs killing the entire plugin and starting it again

Thus Paper distributes patches instead, and a tool to apply those patches to code decompiled from Mojang's website
