Turns out, if I extract the jar, edit the file, and then compress the jar again it'll mess up
So I opened the jar with winrar and edited plugin.yml, and let it change without having to extract, and now it loads in the server ¯_(ツ)_/¯

hocon lib has a low-level internal parser and a higher-level node system. the higher-level api mostly just duplicates what configurate already does, so I don't need that
need to get to low-level api to extract representation information, but that's all package-private
