The issue is, there are different attack vectors. If the attackers target the minecraft server software itself, then a plugin might help. If they target the machine as a whole, then a plugin does not help

You can take down a minecraft server with a lot less power than you would have to use for the actual machine

So it's technically easier to DDoS the minecraft server, because that can get overloaded before the machine even notices anything is wrong. And thats where plugins like TCPShield probably come into play

layer 7 attacks are generally the most brutal as they're often muuuuch cheaper vs lower levels, plugins can help but the plugin needs to be capable of thrawting off that many bots, the server has to be capable of and configured on varying levels; paper, JVM and the OS itself of handling that many resources, etc, etc

as for how protection services work is pretty much 100% on how those things are setup, many are good at dealing with older style attacks but kinda blow when it really comes to more modern stuff

There are a thousand different attack vectors, a thousand different more for minecraft alone, and a thousand ways to mitigate attacks. As always, it's a cat and mouse game with stuff like that, and there is no 100% protection
