Javadocs also serve as documentation for you, so you can reference what the method does later. I also find it a useful tool for making sure I checked possible incorrect inputs and as a base for unit testing.

• Readme is very small, it doesn't tell me whether it's a plugin server admins would use or a library plugin devs would use. And it doesn't show how to use it either.
• config lacks documentation, but you know that
• code lacks documentation
• wrong naming conventions are used on static final variables, methods
• I don't like how you have a class for holding config values, but the values are read in another class
• in fact, I don't like how there's a ConfigManager and a MiniMessagesConfig
• I would prefer to see depedency injection instead of all this static, reasons include easier unit test, more readable code (you can follow dependencies, you can see what depends on what)

basically, for static final fields we usually use ALL_UPPER_CASE

and your listeners, unlike the rest of the methods, use UpperCamelCase instead of lowerCamelCase
