This depends on how you define "bypassable" and it also strongly depends on your server setup and the Anti-Xray configuration.

Anti-Xray can't hide tile entities such as chests and spawners that are exposed to air. Engine-mode 2 will make it harder for those who are using a basic Xray hack by blocking their vision, but that won't help if they have a hack that only shows those tile entities.

There are seed based Xray hacks. To prevent this, you have to make sure that nobody cracks your world seed. See <#paper-help message> and <#paper-help message>.

There are hacks that send interact packets such that the server sends the real blocks. You can prevent this by using a good anti-cheat plugin that prevents this for blocks out of sight.

Some Xray texture packs and cave finders, that only show ores exposed to air, will bring down the effectiveness of engine-mode 2 to engine-mode 1, unless you add air to hidden-blocks in engine-mode 2. (See recommended settings https://gist.github.com/stonar96/ba18568bd91e5afd590e8038d14e245e.)

However, even if you use the recommended settings and you protect your seed from crackers, a more clever Xray hack will still be able to bring down the effectiveness of engine-mode 2 to engine-mode 1, by recognizing real caves and distinguish them from fake air blocks.

For all other ores there is no bypass.
