It's the Minecraft way: get someone who is super arrogant to fork someone else's work, but in a few hours of work, declare theirs to be superior in every way and the old thing to suck and no one should use the old thing.

There was some issue on the tracker about how somebody running on HDDs was having issues with slow player data saving, they linked a patch to use which was essentially nothing more than a new Thread() { write(File) }, type thing
We told them that such a patch was inheriently unsafe
We then got to listen to their story of how if their code is unsafe, async chunks must be the unsafest thing in existence
and how there is no risk of data loss in their code because ๐คทโโ๏ธ
They removed that patch a few weeks later or something

But I think most folks are slapping a bunch of plugins together they've downloaded and throwing up a server. I think you're going to want ~8GB at least to get 30 people. Obviously that's "in general" and it depends a lot on the host, the plugin, etc etc.
If you're writing your own custom stuff and tweaking things with an eye on performance then you could get away with 4GB. I don't think the average person is doing that.
This is just my two cents based on observations from people looking to swap hosts because they're running out of headroom on their RAM, seeing timings, running my own 1.16 servers, etc.
And, of course, a broad generalization. As you know it depends a lot on what the plugins are and what people are doing on the map.
