because it was a huge plugin and multiple systems needed to place chunk tickets, so if both systems placed a ticket on a single chunk they would kind of conflict - "both" tickets would get removed at once
the option to set the ticking level is pretty useful as well, that was Aikar's request
it's a shame I guess getChunk calls don't have that
