I know a major lag contributer in 1.15 that didn't exist in 1.14 or lower. That issue is mob pathfinding. Lets say you run this test. You have 500 zombies, and server TPS is 20, then you spawn a villager outside of their reach and tps drops majorly as long as the zombies are trying to pathfind to the villager. Do the same test on 1.14 or lower, you get a lag spike when the zombies first try to pathfind but the lag then quickly stops and tps goes back to full under the same circumstances. This is a huge issue that I hope paper devs could fix.
