If I were to take a guess, do the less frequent tasks event-based (e.g. item drops) and the more intensive tasks time-based (e.g. movement). Create a list of actions done at certain timestamps with initial values to offset them from (at the start), store that stuff in some compressed format, when playing back go over the file and re-send the packets for each interaction.

Depends on how your server is setup. Keep in mind that if I for example block users dropping certain items, I likely don't want to intercept the packet on network level, since I may not want to store that packet, since it never happened.
