Greymoor does appear to be close-ish to Seth, but not in its entirety I'd wager. It's supposed to be a very large area, so it could be possible that it spans several stages of the game. Grindle must be early in the game, and Seth appears to be a late-game boss. He's located at the base of the Citadel, so I don't think they would be close.
