Let's say a bot uses the manage messages permission to remove reactions and command replies that no longer serves a purpose in a reaction based navigation system. While it is not exactly required to remove these for the feature to work, not having the ability to remove reactions will negatively impact the overall user experience.

This is especially true for paged help systems - your pagination can still work perfectly well without the ability to remove the reactions - the user can do that themselves. Not showing help at all because of it is bad.

Once your bot reaches 75 servers or more, you are eligible for bot verification. On October 7, 2020, bots with 100 servers or more that are not verified will not be able to be invited to any more servers. You verify your bot on your bot's application page, under the "Bot" section in the sidebar.
