It didn't get declined - you submitted your bot during the migration and it wasn't saved, so you have to resubmit it from scratch now and it'll be added to the queue for real.

You can't really prevent bots from DMing people without disabling DMs. Your best bet would be to only invite bots you trust not to spam DMs.
