that's my case. My bot needs manage messages because to avoid bugs, the reactions are deleted after each player played. If it can't delete reactions, it bugs and don't works. So I told in my top.gg description to allow this permission. I don't put anything in my bot invite link. I put what is necessary

"avoid bugs" is not a reason for needing manage_messages, if users wish to have a bugless experience, you can make it optional, your bot should still be able to work if these unnecessary permissions are not given

if they don't, then your bot should work without the permissions,
its as simple as checking if the bot has the required permissions before trying to clear reactions.

Seems like the ReCaptcha couldn't be load from Google because of the SSL certificate, this can be either your Anti-Virus/Firewall their fault (they intercept the request and send their own certificate) or Google messed up (which shouldn't be the case).

Your best bet is to disable your firewall and see if it works, be sure to enable it once again after you checked it.
