If the bot refuses to execute a command because it says it requires admin permissions, then yes, it will be rejected. The permissions you set on your invite in the bot page is inconsequential, we ignore it and invite the bot with permissions=0

Note that NO bot requires actual administration permission. Admin perms are essentially just a lazy toggle for those that can't bother setting the appropriate required permissions for their bots.
