what nativeness amounts to in the end is just intuition on what is the norm in the community of origin (in terms of grammar, phonology, and vocabulary), because arguably (and I don't think this has been ever proven or disproven scientifically) there are things we cannot learn if we're not exposed to them before a certain age. All the rest can be acquired by a sufficiently determined non-native (including fluency), so it doesn't count as part of nativeness.
So I reckon as long as this underlying intuition is not lost over time, or it is at least recoverable, you can be a native even though you're not fluent (any more), though of course calling yourself native will elicit certain expectations (amongst which, fluency) from other people

Ok so you know how with addicition you have abnormally high amounts of dopamine in your brain so your brain reduces the amount of receptors
to return your dopamine levels back to a normal level

for something to be an isomorphism you need to be able to make a reversible function pointing from one instance of a structure to another if I understand it correctly
but if one structure has more items, then I don't see how that is possible
