Well, there are 2 ways to do so:

• Make a hiring post through the use of the </post:0> command [in any public channel]. The bot will DM you for all the info it needs to create a post.
• Scroll through the hireable channel of the skill you are looking for [i.e. for a scripter, scroll through #scripter-hirable]. When you see someone you're interested in, either DM them or use the show interest feature to contact them.

I was hired for a position to do several interiors and a furniture asset pack for said interiors and group.

I took a percentage of the funds up front (not even 50%), I was supposed to just have to do interiors but ive had to resize the buildngs, fix the terrain, and redo a building as it wasnt fit for an interior. At this point I am at my wits end with this commission.

Am I allowed to just do the work that amounts to the pay they gave me upfront and once I have completed the percent that they paid me for quit?

If they made a contract, read it fully, If not you can do just the work you have been originally paid to do, You can also ask them to pay you for the extra things that you didnt agree to making, Thats why I have a ToS policy and you can take inspiration if youd like:

How to create a Scam Report

• Use the /ticket command in any channel
  • The prompt is ephemeral; nobody else can see it
• Click Create ticket
• Select Scam Report from the dropdown
• Provide as much evidence and detail as possible.
  • After entering any details, make sure you press Submit, even if the ticket is incomplete.

DO NOT DM a Scam Investigator to report a scam

All investigations must be done through the ticket system so that management can keep track of SI's activity and monitor how many scams are being reported.

When a Scam Investigator claims your ticket, they will DM you to confirm details and evidence. If you fail to respond to that message within 24 hours, your ticket will be closed. If your ticket is closed, you will have to submit another ticket if you wish to start an investigation.
