I kind of see the camera idea as a part of the absolute minimum required. I mean, sketches are nice, but they require more work than an ingame item which essentially takes a screenshot with a filter.

A two man radio team that can communicate with other teams / individuals at outposts (for now assume outposts automatically have antennae) seems like the best implementation currently.

Btw, that shit about high and low frequencies mimics real life. I'm going to add some diagrams to show how that works in the future.
