Oh, I think there is no official PTT, cuz all VR mode binds are Vive rebinds. Look up picture of Vive binds - the wands have all buttons occupied, some even with multiple functions by combinations.
But if there is some software that could map Oculus buttons to keyboard, you could bind a button to V key - keyboard is not deactivated in VR mode.

Also I have found utility that binds Touch controllers to keyboard, but I am not sure if that wouldn't intercept all inputs instead of only the desired ones...

it should change your quick menu to the interaction menu, where you have block, friend, mute and etc. buttons, all the way to the right you should have a "clone avatar" button, if its greyed out, make sure your friend has cloning turned on (a tickbox in the bottom middle of settings) and that his model is public @vocal shard

that way i can just take my headset off right click the task bar and close the programs

You can find a used HP windows mixed reality headset and controllers for about $150
I recommend going for that and then supplementing it with a Kinect, it'll help with tracking when the controllers are at your sides

Like put my hip tracker in my side, and make VRC think it's perfectly center so that my VR-body is in the right location still

Usually the tracker would go on your hips in front, where a belt buckle usually goes, so that it's centered already. If the tracking's anything like the Kinect, it's trying to read your shape (which is why Kinect's skeleton tracking shows you as a stick figure).
But I'm no expert at it, I just try to make the cheapest options for vr better to use

How do you even get that rank? I'm pretty sure people wants to identify with themselves with an avatar that represents them before they start talking to people, but if you've just started an account you are basically gated from everything. I can enter an avatar world with 700 characters in them, but only see like 5. All the trust system seems to do is to divide people into groups of ranks.

blender's interface is hard to get used to. i used it for ages but 2.8's UI overhaul made me question my life choices. it took a good week or two of daily use to get used to it
