Its possible the update hasn’t been released in your region yet, I’ve had it happen where there could be up to 12 hours or so until it gets released

If the update doesnt show on your end it's usually steam cache. Restarting steam or quickly swapping to/off open beta helps.

wow, it took me a while but i eventually figured out how to finally fix not having the hud smoothing options for desktop. look for these in regedit:
VRC_HUD_SMOOTHING_Desktop_h2589019796
VRC_USE_OUTLINE_MIC_ICON_h3135516813
and turn their values to 1
