I would argue, though as I say I haven't played it, that due to it being set 200 years ago, it allows the developers more creative license whereas GTA V is constrained within the period of our time, or at least of the time it was created. A time capsule in some ways.

In Blender? The remesh modifier uses a voxel approximation. There's a few modes, one of which tries to approximate hard edges. I imagine it's used for salvaging clay models, since preserving geo intact is not its strength.
Decimate modifier and unsubdivide (?) are less destructive.
