Byzantium fascist I usually do, if venezelos is alive for a while u can pretty much cap allies and axis before 1940, once you get turkey cored you have a bit of manpower but it’s still not much

The 6/6/6 mountaineer infantry spg works well allowing you to push balkan mountains without much issue, maybe infantry could work as well but im still worried abt manpower cause even with only high hardness divisions for offensive u run out of it easily

theres only so much you can do but just dont overinvest in all units and focus on your offensive divs more

having low manpower means you have more IC per manpower to spend (industrial capacity)

if both are low you have to cope and do a special forces build which saves some manpower but not as much as tanks/air
