I have capped Japan like 15 times and I can't get the achievement because the capitulation event doesn't pop up

and the world tension is ANCHORED at 0% so they can't join a faction so they don't immediately go straight to a peace treaty 😄

Yeah but if you want my suggestion I'd probably put the anti-air in a better division but it's fine also it's usually better to actually have artillery and anti-air in a main slot because of how big of a difference it is and it doesn't cost that many more guns
