Custom GUIs. Look up the Iron Workshop on YT his tutorials may be slightly outdated, but they are still very helpful. The HOI4 official account has also made some modding tutorials that are great but idk if they made one for custom guis yet

The onlt down grade u can have Is Just taking off the railway lol, but, if u are trying to modify It at the start date i suggest u to use nudge, Its really Easy and u Just gotta copy the new railway file u Will get in doc/hoi4/map to yourmod/map

I dont think the terrain file dictates whether or not it displays as land or ocean thats in one of the other files, pretty sure it just sets the terrain of the land or ocean, i could be completely wrong tho its been a while since ive done map modding

For me, the Electoral College I've always wanted to add onto my mod and it wasn't too hard to come up with and code conceptually but tweaking it properly was a nightmare

Updating economy tree now in USA Rework, as you can see it has changed shape a bit. Existing focuses have been updated so far, and I am now in the process of adding additional focuses which can help add even more modifiers and build up resources, etc.

The map is static, not really possible
Not physically/graphically, but you can use scripted effects to change the terrain photo or dynamic modifiers to add state modifiers
Some people accomplish map modification with shader tricks but I have no clue how that works
Would start creating something small so you dont learn to everything before seeing results

I believe that if you have player peace deal you can just puppet the country and then when you Annex them you should get there navy

If you want more for the non contiguous development well the new deal created the PRRA for puerto rico that built dams and other hydroelectricfication projects, schools, hurricane proof housing, farms, etc

I would include that, but since the focuses are only available after the Depression is removed (I haven't tested when that would be with the new system, but if I had to guess like 1939 or 1940 idk) it would be far too late for that. I'll look to see for any other public works projects of significance that were made during the late 30's and early 40's though

Probably not, I don't really see a point for releaseables in my mods unless for gameplay purposes (such as an uprising or your country breaking apart) but I plan on making a CW rework that I may or may not include this update (dependent on how long it takes to update the economic and military branches)

yea I would say start with simpler things like maybe adding a few focuses to a focus tree, or new decisions, new events, etc. Certain things I wouldn't suggest until you have significant experience (e.g. custom GUIs)
Custom graphics aren't too hard if you find the right tutorials and are using Photoshop (best option, but paid) or paint.net (still decent, and free). It might take a few tries but you'll eventually get the hang of it

Steam Workshop, although there are external sites available most mods (and especially every mod you'll ever wan to play) is on Steam. Steam and the launcher make installing and managing your mods really simple
the amother bad thing about downloading mods outside of steam (for example the paradox website) is that they are mostly outdated
or they are just weird reuploads

We can change the map completely too.
There are also optimisation mods out there but their main use case is multiplayer so you'll see them bundled with other multiplayer related mods or utilities
