Yo, can anyone help me, I have a problem with turning on a mod. I created a mod changing the date and the look of some countries in the game, I made the mod with the help of HOI4 Modding website, but when I launch the game after placing the mod in the right file and putting the right playset on the launcher, the mod doesn't launch... Has anyone of you already encountered this problem?

That's not how files work
You should probably enable file extensions
At the top, click on view, then go to show/hide and click on file name extensions
The confusion here is because certain files, in this case .tga, get opened in a certain programme. On Windows, this replaces the file icon with the programme icon to indicate what the file opens with

After downloading GIMP, you would want to right click on one of these .tga files, click open with, click choose another, click on GIMP, then click Always

I don’t know what happened but I made a mod for myself so Napoleon can become General and has a custom portrait, and I havent touched it because it was working perfectly fine, but for some reasons the portraits are not showing up anymore. I checked every files, I even re-saved the portrait picture and it’s still not working.

Portraits can have any name you want them to have, you should also be able to call the name variable for the portrait anything you want.
The only thing you need to pay attention to is that you don't misspell anything I guess.

You can make a new state to simulate the northern portion of Holstein-Schwelsig being ceded to Denmark, but that's about it

oh, I only use Windows' text editor and Visual Studio Code, uhh
Open the file with windows' text editor, go to "view" and then "status bar"
Doing that will show you this bar at the bottom
Now open your localization file and look at the bottom-right, in the corner you should see this
If you don't, then press "file" -> "save as" -> change encoding from "UTF-8" to "UTF-8 with BOM" -> "save" -> override old file

I don't believe you can just create a new localisation folder and rename every folder from l_english to l_arabic
The HOI4 launcher has its own list of accepted languages, and you can't really change that
So the best thing to do would be to just translate all the l_english texts directly in those files, replacing the English translation

Had this issue too but the fix easy, in your mod's "countries" folder (yourModHere\common\countries) create a new file titled something like "yourModName_colors".
It's important that you create a new file because copying the "colors.txt" file and editing it will override the existing colors.
In your new file you can add your country and color.

Watch this, just watch out that you create custom files for yourModName\common\country_tags (ex: "yourModName_countries.txt"), yourModName\common\countries (colors file, ex: "yourModName_colors.txt") and of course yourModName\localisation (ex: "yourModName_l_english.yml")
Note: The localization file has to be an "L" (small caps) and not "I"

Just as a general memo to everyone looking for help getting a part of a mod file to work, please keep in mind the following:
Nobody but you can see your mod files.
Yes, someone might know what the problem is just from description alone, but that's not a guarantee. It's very hard to debug something when you can't see what you're debugging, and at worst, the only commentary that can be given from the information provided is, "Yes, that certainly doesn't seem to be working." Try sharing the code you think doesn't work - even if it doesn't end up being the problem, it's at least a jumping off point to finding the actual problem.
As for you specifically, is sounds like your country file in history/countries/ hasn't been set up correctly
