If you go to Server settings -> App Directory you can look for ticket bots. Tickets v2 and Ticket King are decent for example, but there's tons out there. They usually have a setup command or a dashboard to set them up.

As for emoji, you can just copy-paste emoji to your channel names. Though I'd recommend using some sort of divider between the emoji and channel name like this:
