If you're seeing people using bots that you didn't add, those are "User apps", which users can install and use. If you don't want people to use them on your server, simply disable "Use external apps" permissions for everyone. Anyone can (theoretically) make a user app, this is not something Discord made or "partnered" with

What I am most concerned about is how this will lead to a repeat of the data breaches in the past. Persona being exposed with its frontend stuff definitely raises a lot of red flags. If a company wishes to implement age verification, it should do that by its own accord, not by governmental pressure. I am also concerned about how this may lead to censorship, as companies pressured by governments into doing this tend to overplay their hands and often censor too much. Also to note, users can't "accidentally" report someone, I mean if you report a user for no reason, Discord will investigate and see if the user actually broke ToS and if they didn't nothing will happen to said reported account.
