I've had issues w/ my 7800x3D as well, hitting 70c seemingly randomly when there's fairly low CPU load. All my research has led me to "these puppies just kinda run hot"

You may not afctually have enough airflow getting through the CPU if the front fans or rear fans are causing you flow issues.

Have you tried putting fans on top at all?
