main reason why post time skip focuses on side characters more than the crew compared to pre time skip was the latter was focusing on Luffy forming his crew (including Jinbe and technically Vivi) while post time skip focuses on the straw hats forming long term alliances, final saga focuses on both.

It’s also why no one from post time skip had joined the crew, cause in the way Luffy already technically fulfilled his requirement of gathering 10 people way back in pre time skip even if Jinbe joined way later in post time skip.
