If the image is to be taken as canon and he did train while in his original suit, then it seems like he spent quite a bit of time fighting in it before gaining his training suit.

Doom lore isn't just Hugo's ideas, it's his ideas refined and smoothed out by dozens of writers and developers. The final product in Doom's story is a collaborative effort, not Hugo saying whatever he wants.
