Well, you're not guaranteed to always face that perk again in the next match, so you might be making a niche build that works only in some cases. Anyway
Survivors who have Head On, especially when they play with a buddy, will try to make you chase them past some lockers. If this happens, you may want to try to avoid passing by them next time. In the same way, they will try to go down next to a locker so their friend can save them.
If a Survivor is in a locker and you are aware of this, you can try the famous "head-on dance" where you approach the locker but quickly back away to try and bait them into using the perk. Legion's perk "Iron Maiden" can be a good punisher for this, since it exposes the Survivor upon performing that action.
As for applying Exhausted, various killers come with add-ons that do this. The perk Genetic Limits from Singularity and Languid Touch from The Lich are two good picks. However, it's worth noting that Head-On enjoyers may be running Vigil too, so they will recover faster. You'd have to keep chasing and grab them from a locker asap, if you notice they hopped into one.
