It’s RNG but you have better odds the higher the economy tier, last time i read up on it it’s T3 = 2%
T2 = 1%
T1 = 0%
And i believe pirate systems are 5%

In an ideal world that's how it would be, but Sony has their own vetting process for updates so I assume other platforms do too, hence the slow rollout
