It was also overshooting when I tried to land on the anomaly. That might have been fixed with the last patch though (I haven’t tried landing on the anomaly since that patch)

Mining is all stored in your local save file, the game only remembers so much of it so that the file doesn't get bloated from keeping track of every single rock and deposite you've ever mined. If you're in a system with another player, their terrain edits/mining all gets copied to your save file as well but it's never stored on a server anywhere.

Your bases are local to your own save file until you upload them, then they get copied to the discovery servers and are temporarilly downloaded by anyone who enters the system. Other player's bases are never written to your actual save file though, you can only see other player's uploaded bases if you have an active connection to the servers and unuploaded bases only when the builder is in a multiplayer instance with you
