Used to only apply horizontally, but the last time I tested, it applied vertically as well (not sure if exactly same scale). I built a "Station" on the edge of the atmosphere of an Uncharted planet and lost a chunk of the landing bay apron to max range. (It lets you place base parts beyond the range but will not display them when the base is reloaded on next visit.)

Also, the initial placement of the base computer establishes the permanent "center" of the base. Moving the base computer does not affect where the base range is after it is initially placed.

reeeeeally hope Hello Games actually does something to make the difference between a basic system freighter and something like the dreadnought actually worthwhile.

My dreadnought, even when its alarms sound, doesn't defend itself in any way, shape or form. It has anti-ship cannons that literally don't fire at all, and the fighters from your squadron and attack frigates are functionally useless

Hauling is a bit interesting though. Using the terrain manipulator to cross things smoothly is something you never had to do before. Flattening a road through a hillside, creating a bridge over a gap, mining out a ledge to make a slope. It's neat.
