I did a search, and it implied Goatfungus' save editor did support it, but warned that it would only affect future saves from that point on, so it is not retroactive. That's just the way it is used in the code. Also note that the value to use is not the number for the galaxy in the wiki, it is one less than that: Euclid is 0, not 1, Eissentam is 9 not 10, and so on.

It does take a bit of effort to get those kinds of numbers. You need decent supercharged slot layouts, s-class upgrades and top tier food. But even without maximizing you're still going to end up earning more per scan than it costs to build a corvette from nothing.
