It is, console usually experience more game breaking bugs than PC meaning more patches and fixes which also mean bigger files. Also console uses a different rending pipeline than PC which they need to optimize for which a bigger process than PC

Yes, you have to go to your first multitool (Donor), package up all the tech you want to transfer, switch to second multitool (Recipient) and unpack the tech into it.
