It can, if your lack of creatures is in some way bugged, but if its not a bug nothing will improve, and you will either need to try a different area or a planet with more spawns. On the technical side, spawning of creatures is largely tied to the ground positions like the trees are, and will spawn and roam the same areas, its not random or centered on your character
