No, when chart marks a shelter it will sometimes mark different buildings in place of a shelter, one of possibilities is a wild base computer, game calls is a habitable base

1. Grab a lot of charts

2. Mark all types of buildings by spamming the charts

3. Visit the shelter to clear the marker, only shelter

4. Mark another one

Repeat until marked object has a base computer icon and is called "habitable base"
