Kind of depends where you're at. If you're super low level and using a higher rod, you'll see fish that you'll never be able to catch which it perfectly normal. If you can't catch anything, then you probably just need to get better at the mini-game. If you use the training rod, you can't catch any great fish but it makes the low level fish easier to catch
