Reaching a real high level, preferably max.
Food buffs which temporarily increase fishing level also works wonders. With this, fishing level can be exceeded past 10.
The fishing tackle I'd recommend would be trap bobber, rather than cork bobbler.
Due to how difficult legendary fishes can be, trap bobber helps more.
